After coming to New Orleans, I learned about the fiasco that is the Road Home program. Miller-McCune.com gave me an opportunity to write about this and to take a policy perspective. The program used a grant formula that discriminated against African-Americans and lower-income people. It was also run by a private company at a tremendous profit. Among my suggestions were to have rebuilding programs run by government agencies where oversight should be better and to provide lump-sum grants to disaster victims rather than sliding scale assistance.
